Teacher

A teacher in a Pennsylvania public school is a person who is properly certified for the position and who devotes at least fifty percent of their time to teaching or other direct educational activities. See 24 PS §11-1141(1). A teacher must also be a citizen of the United States, of good moral character, and at least eighteen years old. The citizenship requirement can be waived in certain circumstances. See 24 PS §11-1109. A teaching certificate is a necessary but not a sufficient condition to be a teacher. Teachers are professional employes, temporary professional employes or substitutes.

In order to be remain in a tenured capacity, a professional employe must be in one of the classifications in 24 PS §11-1101(1), one of the classifications judicially determined to be related to one of the classifications in §11-1101(1), or devote fifty percent of their time to teaching or other direct educational activities. Otherwise, the emoluments of tenure are lost.
