Furlough
In Pennsylvania, a furlough is a suspension , which applies to tenured employees. However, since the word furlough is not defined in either the School Code or Act 195 of 1970, which governs collective bargaining, Commonwealth Court in Greater Nanticoke Area School District v. Greater Nanticoke Education Association, 760 A.2d 1212 (2000) upheld the finding of an arbitrator that the a furlough prohibition in a collective bargaining agreement prohibited demotions.
