In 1971, after the University Center was completed, the University Cafeteria, located at 82 University Avenue, was discontinued. From 1972 to 1981, the building was rented to the Central Susquehanna Intermediate Unit, N. 16.

In 1981, CSIU moved to its new quarters in Montandon, and the building was renovated and remodeled for office space. It was named in honor of Robert L. Cooley, class of 1936 and Trustee from 1971 to 1983, who had been instrumental in securing a major foundation gift for the construction of Vedder Hall.
