Justin Rolph Loomis served as President of the University at Lewisburg from 1858 until 1879, when he was succeeded by David Jayne Hill, who was President from 1879 to 1888. He died in Lewisburg on June 22, 1898, and he is buried in the Lewisburg Cemetery.

Justin R. Loomis was married three times. In 1838, he married Sarah Anne Freeman, who died in 1852. The eldest son of this marriage, Freeman Loomis, who was a graduate of the University at Lewisburg, became a professor of modern languages in the College, serving from 1871 to 1906. In 1854, Justin Loomis married Mary Gilbert, who died in 1872 and is buried on the Loomis plot in the Lewisburg Cemetery with her husband and their children. A daughter of this second marriage, Carrie Loomis, was a teacher of modern languages in the Female Institute for four years. On August 20, 1873, Justin Loomis married his third wife, Miss Augusta Tucker, who had been a teacher in the Female Institute in the mid-1860's. Their son, Andrew Gregg Loomis, graduated from Bucknell University in 1895 and was studying law in Columbia University at the time of his father's death in 1898. Mrs. Augusta Tucker Loomis died on February 9, 1911. She is buried on the Tucker plot in the Lewisburg Cemetery.
